Interesting discussion . In my opinion,out of my experience. retainer should be to take care of
basics - Team & .infrastructure cost - retainer would reflect the level of the team to be involved - like in an Advertising Agency
plus fee for each assignment - be it crisis manangement , to create a news to oragnise events with specific objective/purpose in mind.
I would assume PR agency cannot guarantee coverage in a specific space.
Having said this,in my opinion, the job of PR agency is to create news/story out of information available/secured ,that interest first the journalists/
The news in the release will have to push by it self..
Effectiveness can be measured to some extent through Post PR ops research in case of Brands and movement of share prices or through feed back from employees present/exited and creditors.

Lot of clients talk about incentives and bonus clause attached to the contract. One reason that we heard from client side is that.. There are some months in a year when PR activity will be quiet low and the cleint any ways has to pay the full amount. So to avoid that one client asked us to include bonus clause. One client had a feel that bomus clause will enhance agency performace. Another client wanted us to deliver so many clips and earn bonus fee....
Its interesting to work on Bonus or performance based fee structure.. but wish to understand and what basis we can commit and what basis client will measure us..
One CEO told me "More work and More Pay"
