[prpoint] Provisions of 49 (O) in the elections - Former Chief Election Commissioner clarifies

Last week, we had discussed about the provision of 49 (O), which allows any voter not to vote for anybody.  Presently, as per the provisions, all the voters have to sign the register.  Your decision of not voting to anybody is known to all the officials and political agents. The present provisions do not allow privacy.   While voting ensures 'privacy', not willing to vote is not private.    When Mr T S Krishnamoorthy,  was the Chief Election Commissioner of India, suggested to the Prime Minister to include 'None of the above candidate' in the ballot paper itself, to ensure privacy. 

For reasons well known to the Government, they have not taken this seriously to amend the Election rules.  (probably, in many constituencies, 'None of the above; would win!!).

I am afraid that many voters are not willing to read many publicity materials of Election Commission.Election Commissions/CEOs give publicity to this procedure apart from the Website/publications.Many do not like to use even if they know they have to sign a register & reveal the identity. In the Parliament elections we gave publicity in a larger scale.In my letter to the PM in July 2004,I had mentioned that None of the above choice to not to vote for anybody should be allowed as 49 (O) does not assure privacy.This letter was published in book form & circulated
widely including the press.But Press needs "juicy" news not such educative infn.

Pl. reade my book "The Miracle of Democracy:India's amazing Journey "(Harper Collins India) released by Justice Venkatachaliah.Only one Newspaper(The Tribune ) carried book Review.No newspaper other than The Tribune has so far carried a book review. I have pointed how even Supreme Court has not taken up this issue "re:None of the above option" for the past 4years! Unfortunately,in this country,people seem to learn only after
suffering a bitter experience
