The association that comes to mind is the International Public Relations Association (IPRA). This could be a good point of reference, I reckon.

Srinivasan of PRpoint would be good to give you some Institutes names as he may be in contact with a few.

Many universities offer PhD, including Panjab University, Chandigarh; Panjabi University, Patiala, Guru Jambeshwar University, Hisar.
