N.Vittal's interview is very timely.Like Mr Sheshan as CEC,Mr Vittal redifned the CVC office and his successors are meaured agsint Mr.Vittla;s performance.benchmark.

Yesterday,ex-CVC Mr Sudhir Kumar  preceding Mr Thomas echoed my suggestion that CVC should be made accountable to parliament through statute.

Today CBI that is supposed to work under CVC oversight has argued before SC that its work on 2G scam need not be monitored by SC,that is the Govt position.If and when JPC is constituted to probe 2G scam, CBI should report JPC and work as its investigative arm, not it chairman.

Integrity without an assertive character does not serve public purpose. Until Mr Thomas,persons who occupied CVC post were persons of high integrity but allowed CVC and central; vigilance machinery to be passive and bureaucratic. This mode was changed by Mr Vittal. Instead of leaving such instances to accidents,we need to make them normal.

AG,an eminent lawyer has been loyal to his client. As if said before Ag;s office does not need the cover of the Constitution. He is a Govt law officer at the helm. One need not labour the arguments he put forth further.

Nice to hear the interview with Sri Vittal and complement you to have caught the occasion nicely. I had the privilege of meeting and interacting with Sri Vittal and I found that this unassuming, wearing half bush shirt, simple and down to earth bespectacled gentleman but as sharp as the knife that cuts the diamond and spade a spade when matter comes to be dealt with.  Sri Vittal did wade through 'rough seas' from the IAS looking 'Demons' and the 'bearacratic goons'  very very boldly- unshaken and unnerved. We find such personalities very rare these days in our country.
 
Thank you to have provided an opportunity to hear from an immaculate personality like Sri Vittal.

Yesterday (22nd November 2010), when the Supreme Court was hearing the petition against the present Central Vigilance Commissioner of India Mr P J Thomas, the Hon'ble judges made an observation that for higher offices like CVC, impeccable integrity was needed.  Mr P J Thomas is facing a criminal charge sheet in a Kerala Court.  In spite of this, as against the opposition from Leader of the Opposition, the Hon'ble Prime Minister appointed him as the Central Vigilance Commissioner, to head the highest watch dog institution to eradicate corruption.  Hence the petition in Supreme Court.

Immediately the Attorney General, representing Government of India  responded by saying, "If impeccable integrity is a criterion, then every judicial appointment will be subjected to scrutiny and every constitutional appointment will come under challenge," This statement was flashed immediately in all the TV Channels and it triggerred a great debate.  

Today afternoon, I contacted Mr N Vittal, former Central Vigilance Commissioner of India for his views, whether impeccable integrity was needed for such positions or not.  Mr N Vittal was the first CVC to be appointed by Prime Minister, Home Minister and the Leader of the opposition jointly through consensus, as per directions of Supreme Court in early 2000.

Mr Vittal was well known for his tough  measures to eradicate corruption and to bring in transparency in the Government system.  At that time,  he used to publish the names of corrupt IAS officers in the official website of CVC.  That angered many corrupt officials then.  Even some of the IAS officers Associations passed resolutions, against him.  His measures were welcomed by the media and the public then.  Even the word media carried about this method .  Though he was criticised by many officials for his measures, even his bitter critics could not point the fingers on him for any wrong doings during his entire career.  That was his 'impeccable integrity'.  Because of his 'clean' background, he was able to discharge his duties to the nation fully.
