There is no question that petitions filed under RTI are bringing
about positive change. This is an additional tool which is now
available with the e-governance initiatives of the government, to
put their house in order.
While speaking to Mr. Rajan Kashyap, Chief Information Commissioner,
Panjab, who is also the national convenor of the 9-member committee
of state information commissioners constituted by the Central
Information Commission, for our e-zine, Mr. Kashyap vehemently
pointed out that the government officials are learning the need to
manage information at their end, as well as realise the importance
of sharing information with the people who need it.
Your question whether asking for the information about the road
condition and the contractor's performance would bring about the
desired change, the answer is definitely yes. The RTI helps a
common man to make government accountable for its action. The need
at the moment is for everyone to realise that the government works
for "public good", and if it does not, the affected parties have
right to ask for an explanation.

effect. For instance, in the Sethu Samudiram project, RTI has been
initiated to seek information from the Govt regarding the project
feasibility with certain technical details. So for, I am given to
understand there is no response to this RTI. Nowadays Consumer
product manufacturing cos do not pay much attention to customer
feedback. Whether RTI will evoke any positive change is a million
dollar question ?

condition of the roads in this Chennai city and what is the
accountability of the Contractors who have laid the roads at
exhorbitant cost and why it has not withstood even the slightest
rainfall ?whether it will bring any positive change?
