Beyond media reach, cost-effectiveness the most crucial aspect is 'Client Servicing'. No matter how intelligent or good the PR agency is; it is of no use if 'Client Servicing' people are not dedicated or interested enough to work proactively.
It is very important to have a comfort level with the servicing team otherwise best of information or knowledge goes for a complete toss.
We feel that cost effectiveness, understanding of client's needs, media reach is something very basic. Always check out who is going to service your account. Sometimes top management come and commit very unrealistic deliverables which the servicing team is never able to cope up with so what's the point....... considering media reach and cost-effectiveness.
