Dear Sir: You have raised a great query. By and large, perception about Govt. offices is negative. However, officers like you and many others have a challenge to bring see change in this area. Below is my personal feedback. The opportunity that came knocking to Govt. offices is RTI. Although it is perceived as negative and nuissance, some officers are using RTI and RTI activisim for buidling positive image of their departments and in turn their own. Don't mind in sharing: Just a day back, i was asked bribe seven times more than the Govt. fee. Saluting him, i walked out of his office. Govt. lost 100.00 and a customer. Plus Govt. got bad image because of what i am sharing / writing here. Mindset of employees needs to be changed. For that sense of belonging, commitment, service to people can be inculcated. Regular trainings can help. Simplifying procedures will augment. Deploying technology will be wonderful. In the end - Let us ask a question to all of us. How did ATM machines changed our lives?
