I have just added it management angle to it and compared with E-Gov areas for the members of PR Point. ------------ In public sector, information is still under locks of bureaucracy. The Right To Information Act 2005 has provided some respite in requesting information from public authorities. This sunshine act is getting murky as most state information commissioners, especially retired bureaucrats, are playing a killjoy. Then how will societies make decisions? Time to ponder! Corporate banks on power of information. Decision making involves Goal setting, Problem identification, Problem analysis, Developing alternative solutions, Evaluation of alternative solutions, Selection of one of the alterative solutions, Implementation of decision and Follow up and control. Thus information is a corporate resource. Below are the Information Characteristics from the management point of view. 1.Time limit: Information must reach the information seekers at right time. 2. Accuracy: Accuracy is a paramount key attribute of information. It means that information is free from mistakes, errors and it is clear and accurate reflecting the meaning and data on which it is based. It conveys an accurate picture to the information seeker. 3. Relevance: The information must be relevant to the information seeker. Information should be clear and specific. The data should be updated and adequate explanation should be provided. Over loading of the information should be avoided to prevent chaos or crisis. 4. Up-to-date: Apart from being timely, the information must be up to date, stale information will lead to faulty decision. 5. Adequacy: The information provided must be sufficient enough for an information seeker to take a decision based on it. Inadequate information will result in a wrong decision. 6. Avoid overloading: Overloading with information will lead to chaos and faulty decision. Whereas information must be adequate, voluminous unwanted information will lead to confusion and waste of effort. 7. No-duplication: Avoid overlapping and redundancy of information. Duplicate information will result in ineffectiveness of decision making. 8. Explicitness: A report is said to be good if further analysis is not required by the information seeker. The report should be such that an information seeker need not waste any time on further processing to take a decision. This reduces wasteful time and expenditure. 9. Exception-based reporting: Report has to be precise and such information which will be of use for the appropriate level only need be reported. This will result in saving of time for the information seekers and help citizens to devote precious time to pursue growth of the society. 10. Format clarity: Public authority should provide reports or information in simple formats to read and understand. The headings, codes, columns, rows and structures of the report formats should be meaningful. Information should generate reports in clear formats for information seekers at all levels. No duplication of data should be reported. Information is playing pivotal role in bringing behavioral changes in society. More and more people are filing right to information applications. There are many success stories on how information brought transparency and accountability in functioning of public authorities. Behavioral drive >> It is nature of being constituted of values, attitudes, beliefs, needs and ambitions Behavior >> Manifested effect of information as one reacts to the information The preamble of the RTI act itself says - An Act to provide for setting out the practical regime of Right to Information for citizens to secure access to information under the control of public authorities, in order to promote transparency and accountability in the working of every public authority, the constitution of a Central Information Commission and State Information Commissions and for matters connected therewith or incidental thereto. Be it public information officer, first appellate authority or state information commissioner, the unwritten rule – sharing information is exception. Whereas, The Right to Information Act 2005, makes it loud and clear that sharing information must be rule and denying information should be exception. But the ground realities are exactly opposite. Easy access to information to citizens or information seekers helps the organization itself. Indian Railway Online Reservation System is the best model using right information to right person at right place. Also, Electronic governance can be defined as giving citizens of a country the choice of time and place to access government information and services. This would mean extensive use of technology in many of the Government functions. To conclude, information will bring constructive behavioral changes in society leading to overall development.
