Forgot to add the following.
There is nothing unethical on the part of the reporter in not mentioning the name of the restaurant in his copy.
The decision of restaurant owner to invite the celebrity and foot his/her bill - travel, boarding etc- is not the worry of a reporter.
Similarly the venue is not relevant to the story. Across India several such interviews happen in a hotel lobby/restaurant.
The restaurant owner can have only one grouse, that is, the reporter enjoyed the hospitality -say tea, snacks- and a gift (the value I dont know) did not any report on the inauguration.
Well that is the hazard that PR agency should educate its client at the time of signing the contract.

- The TV Celebrity was arranged by the Restaurant owner
- The restaurant owner spent heavily on the fee, food, lodging, travel etc. of the TV Celebrity
- The interview took place at the restaurant premises
