Dear Mr Jagannathan,
No the others are not for fat fee..if news is local to Amravati - it will be local papers and that will be relevant.
You may even have a CNN USA edition among others"fat clips " but in terms of explianing quickly to a forum I found that way of expressing easier.
The smaller papers may not enjoy the stature of the mainline heavyweights .. but they do count.
Apologies if I have given the impression that it is just for clippings!
